It is a nonprofit charitable organization exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code. It is also a private foundation under Section 509(a) of that code.

Its operations include (but are not limited to) promoting, encouraging, financing, supporting and lending aid to public charitable, educational or religious undertakings by, and among other things, the making of gifts and grants within the state of Texas.

In addition to making gifts and grants, the Foundation owns a circa 1872 home in Jefferson, Texas, known as the House of the Seasons.
